I think the solution may be simple. Men could always vote. But they could also be drafted into to military and die horribly. In order to have equal skin in the Game, women should be drafted too. It's only fair. No more magic 19th amendment. I would lend a dictator hand: those who don't vote don't have to serve. Ever.
I have gone all over YouTube with that opinion and find that difficult, even for women, to deny. The only problem is them actually in service.
